Banning the username only prevents the account from accessing the forum. It doesn't stop the user from getting into the forum.
If you never ban a person's IP, but instead keep banning their username, they can keep coming back and back, with a different username.
The same thing can go with e-mail, but it's e-mail, instead of username.
I think the IP ban is the worse...

IP ban means their comp can't get on this place. So Snake would haffa go on nother computer.

With e-mail, they can just use another e-mail.
There are some chances that they'll come back.
IP ban seems the most effective, and username ban seems the more useless, while e-mail ban is in the middle.

You CAN get around IP bans. Just reset your router, or if on dial up, sign off and on again.
